Cap-and-trade markets are now a common regulatory instrument to control pollution. Recently there has been adoption of additional regulatory instruments to control for price volatility (use of a cost containment reserve within auctions) and to improve price discovery (use of a consignment auction). We critically analyse these permit auction designs.
