Online Public Services Access and the Elderly: Assessing Determinants of Behaviour in the UK and Japan

Abstract: Governments worldwide are seeking to use information technology to improve service delivery and encourage citizen participation. However, developed countries with an aging population face the challenge of adapting complex technologies for citizens who may have limited experience of accessing and using the Internet. Governments need to not only adopt technologies for the delivery of public services but also understand the barriers that may exist among elderly people towards the use of such technology.
The aim of this research funded by the DAIWA Foundation is to identify the factors impacting on online public service usage by elderly people in the UK and Japan. The study explores personal characteristics such as self-knowledge, self-efficacy, and morale. It also considers attitudes towards social interaction in terms of social inhibition, social support, and social cohesion.
