A Research Associate at Scotland’s leading economic research
institute has been appointed as an Adviser to the Scottish Parliament’s Finance
Committee.
David Eiser, of the University of Strathclyde’s Fraser of Allander Institute, will provide expert technical advice to the Committee, which scrutinises the Scottish Government’s spending and tax plans.
His advice will focus in particular on the implementation of the new Fiscal Framework, which was agreed between the UK and Scottish Governments earlier this year. The framework covers arrangements for the calculation of Scotland’s block grant, tax forecasting, and borrowing powers.
David said, “With extensive new taxation powers coming to the Scottish Parliament next year, this is an exciting time to be working with the Committee on these issues. This will be the first year in which the new Fiscal Framework has been operational, so scrutiny of the process will be particularly important.”
David will be one of two Advisers to the Committee, working alongside the Committee clerks and the parliament’s Financial Scrutiny Unit.
He joined the Fraser of Allander Institute in June this year to take forward the Institute’s work on Fiscal Analysis. He was previously based at the University of Stirling, and was a joint author of influential work with the IFS to consider the options for Scotland’s new Fiscal Framework.
He is an expert on Scotland’s devolved finances, and has written extensively on the Barnett Formula and Scotland’s new fiscal powers. He has also written a number of reports on labour market trends and inequality in Scotland, including two reports for the David Hume Institute.
David has been a Fellow of the Centre on Constitutional Change since 2013.
